The Heart of America RFU Youth Committee is being created to focus on the development of youth rugby within the HoA. The Committee will compose of a Chairman, Secretary, and representatives of HoA Clubs who are located within the metropolitan Kansas City area and member HoA Clubs who have youth programs operating under their Club structure. The Chairman is responsible for the management of the committee, operation, functions, and the reporting of the committee’s actions at all HoA general meetings. The Chairman can create support positions for the tasks the Committee is being required to perform for the HoA. The HoA will appoint the Chairman of the Committee.
OBJECTIVES
These are not set in stone, and are subject to change. The HoA feels the immediate list is the foundation for the committee to work with, and they have the ability to add or restructure the following objectives as the committee deems appropriate.
Task to be completed by January 15th:
The youth programs in this country have a long history of starting from private and parochial schools. The identification of all of these in the metropolitan area is the first objective. The HoA wants a creation of a contact list of all aforementioned Clubs.
Task to be completed by Jan 30.
The creation of a standard presentation for all prospective schools.
Task is to have a plan for implementation by Jan 30.
The creation of a Women’s Club 7’s bracket to be played before the completion of the Spring School semester. We want to start with 4 sides, play a short season to establish the program. If the committee is ready for starting the program, have presentations completed by Feb 15th. Start league play in April after 2-3 weeks of scheduled practices.
Task to be completed by May 1.
The State based Rugby Organizations are the direction of USA Rugby. We want to have the committee identify the relevant state HSAA to plan participation at the upcoming summer meetings/conventions.
The HoA is looking for the following:
· Number of schools to become a varsity sport within each state
· Creation of a presentation for the relevant HSAA conventions.
· Creation of an action plan with the Missouri RFU for the HSAA.
· Creation of a budget to attend HSAA events.
Task to be completed for the Summer AGM.
Create a 3-5 year business plan to grow the youth programs. This is to include both Men’s and Women’s programs. Components of the plan should include the following. Certification of coaches, development of referees for the touch leagues. The standardization of presentations to HSAA and individual schools to include non-contact and contact leagues. Creation of a contact list to be available on the webpage.
This task to be completed for presentation at the summer AGM to All HOA Clubs.
The creation of a template for non-contact rugby to develop programs where existing clubs are that have no organized youth programs.
